I am really not disagreeing with them. Reddit just has limited options for a user to be able to do something. The moderator in the one you linked does not have any personal Reddit activity in two months, but they could still be moderating. You have a couple options.
If you, or someone else, wants to try to take over, you could go to r/redditrequest and follow the procedures EXACTY to try to claim it.
If not. You could report it as unmoderated. Two ways to do this. One is to go to r/modsupport and send a MODMAIL to the mods there and inform them that it is unmoderated. You will get an autoreply I believe you have to respond to. Other thing you can do is file this form with Rule 4 Be Active and Engaged, in the 2nd pulldown and that is to report a moderator code of conduct violation.
