Customer lies about his birthday to get free ice cream. Wizard is sworn to make the customer right, so the wizard dutifully enchants the customer to respawn via some painful nether process, making today their new birthday. He hands them a free cone, and begins serving the next customer.

In panel 6, the wizard seemingly starts to dispute the customer's claim (using some kind of time-magic) before recalling his instructions.

Also, the "customer is always right" joke doesn't work very well if the wizard is simply acting spiteful.
