Skillbooks are just to upgrade skills right? So I can sell them once i max the skill they give?

Just making sure I'm not missing some other use for them before I clear out my inventory

Yes, only for special skill up. You can sell them.

They also count as 5000 EXP for powering up. So if you do a particular run that gives skillbooks, you can store them up as a replacement for tiny turtles. I've been doing a lot of Golden Pound Usopp runs, so I keep a stack of those manuals.

You can get a lot of lobsters easily. The manual island for the latest batch drops a lot. The smallest lobster gives you 33333 xp so no need to save manuals for xp.

I should have been more clear. I don't run GPU to keep manuals; it's a side effect. I run for the combo of EXP/STA, exp for powering up, and Training Points by selling GPU.

But I really like the idea of having fewer stacks of boosters. I'm relatively new, so I don't have much box space free.
