What should I do with dupe 4* units, give one a couple skill ups or sell for a couple hundred points? For example I got an extra of the boosted RR Boa Hancock and maxed skilled one and don’t know what to do with the extra(this is just one of many examples, my account is not new).

Dupes of 4* units are generally fed to max support and lb abilities, and special if needed (but most of the time it’s better to get the Ray points rather than a chance at special, right now and x5 are probably the only times it’s good to feed a dupe only for special and not the other things). That’s for rrs, for f2p feed them all until the unit is maxed on special, support, lb ability, and maybe sockets if you don’t want to use tomes for whatever reason.
