Is there any difference between pulling on Part1 8th multi or pulling in part 2 first multi?

I have 36 gems right now. As I see it. I won't be able to pull the 9th multi with free gems. Thinking about pulling the discount on part 2

Omgggggg. Just did it! 2 reds one secret. All dupes... 11th was fucking Shanks crew. I'm shaking. Got both Shanks and arlong... Can't believe it.

The difference is like two hundredths of a percent between shanks and arlong at least in terms of unit rates, that’s the biggest difference between part 1 and 2
