What's the best stage to farm xp?

Turtles. But if you see a fortnight that is double xp or 0,5 stamina thats better and quicker.

Is the current arlong special level island fortnight?

Well yes but actually no. It is a special quest that gives manuals for the new characters from this sugo and some other nice units too. But it gives the same amount of xp as a fortnight, so you can consider it as one. This one is not on half stamina or double xp though, so its not optimal if you just focus on getting xp efficiently. But i'd still recommend farming all those manuals up, they are very good and some of them will only come back in a long time, and maxing out specials is important (and now's your best chance to do it while special level ups are guaranteed).
