The chapter opened my eyes about something. Isn't it strange that there are even pirates in the world of one piece? Or that the 7 warlords are needed? Its because pirates on the sea are perfect for the world goverment. The WG could easily station a admiral or even a elder at the entrance to the grandline to capture/kill them all. But the world goverment needs this pirates. No civilian can ever explore the seas without a huge risk to be murdered by pirates. And the pirates mostly care for loot and treasure, not the exploration of the sea. The pirates are a deterrence to hinder sea exploration.

They also need a reason for having such a huge military force. By keeping pirates around, you justify the heavenly tribute, can wipe out countries and blame pirates, and perpetuate a war that prevents the development of more technology
