Joy Boy's apology in the Sea Forest was either for not stopping the flooding or for not evacuating the population before the flood!

This makes sense. One of the things I’ve noticed about Luffy in Gear 5 is that because he takes things even less seriously, he allows a lot of his friends to get hurt (eg sentomaru, vegapunk, etc). I could easily see Joyboy losing the war and doing other stuff he feels the need to apologize for later.

The apology sounds more directed at the mermaid princess of the time. I still assume they had some kind of Luffy/Shirahoshi relationship and their promise will be mirrored. Luffy promised to take Shirahoshi to a forest on the surface, and I get the feeling it will be a similar promise from Joy Boy, he just was unable to follow through before he/she died.

or maybe it was joy boy's equivalent of luffy's 3d2y. But this time, it's 900 years into the future. Hence Toki's time traveling to the future, and Roger's "i was too early". JKing.... unless....?

I'm thinking he managed to stop the flooding (probably destroyed whatever was powering Uranus), but didn't manage to save everyone w/ Noah. Now Vegapunk has reactivated Uranus w/ Mother Flame, and the whole thing is starting again. It's go time.

He entrusted them with the burden of knowledge, survival, and discrimination. Fishmen were just a bunch of fish and then Joyboy gave em some goofy juice and uplifted them to a Type 1 Civilization

Or because fishmen are natural enemies to the WG and can find those ancient cities the easiest. And after the war their race is targeted and he is sorry.
