I really like the Impel Down = Empire Dawn theory right now.

There is no way the current One Piece world was able to build an entire prison below the sea level. My current theory is that the empire found out about the rising sea level and decided to build what is essentially a "Tower of Babel". The purpose of this was to elevate themselves and get as high as possible to survive and the Tower of Babel symbolises the Empire attempting to contest God (Celestial Dragons).

A few centuries later we can now see that the plan failed and the rising sea level makes it seem like Impel Down is below the sea, when in reality it's resting on the sea floor which was a normal continent back then.

Down is written in Japanese as "Daun", while Dawn is written as "Don"

I just checked,

Tom says Don, written as "ドン"

While Luffy's move is "ドーン"

They are similar, it's just the middle character that is missing, but yeah they are different

To be more precise, Tom says "Don", while for Luffy is "Dōn"

As in "Do it with a Don!" Oda has said he loves that sound effect (I'm guessing it's part of why we have "drums of liberation.") I'm still of the opinion that most likely "D" stands for "Dawn."

I mean, "Don" is pronounced as "Dawn", it has the same transliteration, and almost the same symbols in Japanese!!!

that's the point, it's a completely different thing.

Laugh Tale was always spelled as "Rafuteru", it never changed

Impel Down is spelled as "Imperu Daun"

All Gear 5 moves are spelled as "Gomu Gomu no Don XXX" (for example Gomu Gomu no Don Gaturing for Gomu Gomu no Dawn Gatling)

This is not a transliteration problem like for Zoro - Zolo or like for Raftel - Laugh Tale

Saying it's the same thing it's like saying that "Dawn" and "Down" are the same words in english

Then I think the argument would be that the WG changed Empire Dawn to a similar sounding name that subverts what it's supposed to be.

tbf the whole theory is attractive in the sense that the Ancient kingdom tries to build a tower in defiance of the WG and then the winners of the conflict (WG) use that tower as a symbol of power in that they make it a prison for anyone that opposes them.

The naming thing is iffy and might be moving the goalposts but the underlying theory does have a solid core I think.

I think this is def possible, but I also think that people are able to do wild and ridiculous things in One Piece so it's probably possible for them to build a prison like this underwater.

Maybe it was built in a different part of the world 1,000 (or longer) years ago and the axis of the earth shifted making it move and eventually become submerged underwater. Then they converted it to a prison by adding on an entrance structure.

What I mean is maybe the calamity shifted/rotated the earth and the world government created the red line after that to prevent it from shifting again, keeping everything submerged.

Luffy therefore is prophesied to destroy “Fishman island” but actually it’s the red line to allow the world to turn back to its natural state.

Maybe the one piece is a lever that rotates the world but the redline is artificially created and that’s why Roger was too early because Luffy hasn’t destroyed it yet 🤷‍♂️

Dude, I just watched Metropolis (1927) a few hours ago for the very first time ever and there also is a "Tower of Babel"!
Just thought the coincidence was funny.
