I was kind of sad to see him there. Definitely not a very strong pirate but it seemed he had a loyal crew and a strong enough power to be a semi-top pirate where we first encountered him.

That isn't Foxy. Oda is trying to throw us off by showing us Foxy and Imu at the same time, but nah. Just like Demaro Black would never try to be Mid. Both of them are still the most likely Imu-candidates.
