That sneaky old codger had a failsafe incase his heart stopped for good. He knew he wouldn't survive so he made sure to spread the truth after his end. You gotta give it to Vegapunk, he's about to rock the world with an Earth shattering piece of information.

As for the cauterizing the wound, I don't personally believe it. We see what looks like a heart rate monitor activating in response to a flatline. Shortly before that, we see a "beep" sound effect come from his general direction.
