Because the UN is not an army or a government and they are not supposed to be.
The UN was created to make a space for everyone to come and talk and discuss things so it doesn't lead to war. That's it.
Before you claim that's useless. Think about. If they didn't have a place for to discuss where would those go to discuss agreements with one another? How would they each go about getting others to agree with them?
It wouldn't really happen. The two would just go to war with whatever buddies wanted to tag along.
That's why it's needed. To give an extra stop gap before war.
