Also, as best as I can tell, the following seems to be his alleged manifesto.
Which is to-the-point, relatively intelligible, and very much not the normal screed written by any of the crazy shooters we've seen recently. Whether that's because Luigi wasn't a crazed shooter, or because a cop wrote it, I'm not sure.

that's been my impression.
the few screens of the alleged shooter look like an older man than luigi.
his behavior also doesn't suggest someone that could stake out a hit for days.
