Question Would the Exocet be eligible to race in RallyCross?
The cage does meet SCCA standards but I’m not sure if it would work because it doesn’t have body panels

Maybe in the now defunct constructors class but no. Missing fenders and body panels.

If I remember right, it needs a roof and side windows or window nets or wrist restraints. UTVs can run so I bet if you met those requirements, you could run this.

Fenders for the wheels, window net or compliant door situation, possibly some more panels for the open fender/lower door and roof areas but that ought to be it... check current rule book and keep an eye out for the next townhall meeting in case there are pending updates to the rules (and yes C2 class).

Here is the relevant section of the rules regarding body panels: All roll cage openings of the occupant compartment except ingress/egress openings and driver visibility openings must be covered by body panels. Drilling of holes in the roll cage to attach any panel is prohibited.
You can find the rules here: https://www.scca.com/pages/rallycross-cars-and-rules
You'd be looking at the constructor class.

Look up the scca RallyCross rule book, they release a new one every year. Pretty sure you need a roof, maybe a windscreen as well. But they don't say whether or not it needs to come from the factory, pretty sure. So you could... but you'd be in the constructors category or something specific like that

Check out the rules and check with your local region. The rules get a little fuzzy on cars with no doors. The goal of the safety rules is to stop your from breaking an arm, leg, or head if you roll the car on course.
You probably will need a roof made with specific materials and specific thickness, a windshield with similar requirements, and gigantic window nets. Even if not required by the rules, I would add some side paneling on the chassis to protect from spray.
