All he's doing is protecting his head. He isn't fighting back. He's just trying to not die. Why not just stop hitting him and cuff him? They're pinning him down so he can't move his arms and he's saying he's not resisting.
It's ridiculous. They absolutely do that shit on purpose so they can beat the shit out of a petty thief and wack off to it later.
