Advice Any way to help this little dude out?
So I am a cop in a city in Michigan. Responded to a call today where an 81 yr old male had fell at work hitting his head. Somehow made it home in decent shape.
His brother had called from Texas asking for a welfare check because over a phone call between the two raised some concerns for the brother.
My partner and I showed to find the 81 yr old male bleeding from the back of his head all over his floor. He also had two serious black eyes. He thought the year was 1992 and could not form coherent sentences indicating definite brain injury/head trauma. Not exactly sure on the exact circumstances of his injuries however this guys brother (the caller) was notified from this guys boss that he’d struck his head at work earlier which led to him making a phone call. Anyways, the ambulance was called and transported him up to the hospital.
As I was locking up the apartment I began checking up on his cat (super cute cat). I didn’t notice anything at first but once I touched his back I noticed the entirety of the cats body was a rock solid knot. His fur looks and feels as if it hasn’t been brushed or washed in YEARS. I also noticed cat poop scattered through the floor and stuck in its behind. I gave it food/water and tried calming it down however, it is clearly in pain whenever the knot’s are touched.
I called the caller back (brother who lives in Texas) to see if any friends or family in the area could come get this cat some help. Turns out, no friends or family live in the area and I feel terrible letting this poor guy continue on like this. What services can I provide this little dude? Who can I call? Any recommendations?
(Fyi this was not enough legally for me as the police to get involved or contact anyone to physically remove the cat for its own wellbeing)

Video My cat knows he's not allowed in the bathroom
So I sometimes leave the door slightly open and wait for him to try and sneak in. Then when he sees me, he runs away. (He's not allowed in the bathroom because I use plastic bags for the trash can that are at cat height, and he eats plastic. Why? I have no clue. He carves plastic. He can smell it out and will gorge himself on it until he throws up.)

Humor Welp, one of my cats found her Christmas presents early!
Thought I only had to worry about the kids peeking at their gifts! Apparently I should have also been worried about the cats, as one of them decided she just couldn’t wait anymore and opened her gifts on Christmas Eve! And she didn’t even bother to share with our other cat!
