I doubt Chechnya has control over russian defence systems. Russia doesn't trust Chechens enough to give them any sort of hardware weapons. They could use it against Russia one day. Chechens did try to break away from Russia many times in the past. So it's in Russia's best interest to keep them weak.
There are OMON/SOBR units and FSB agents in North Caucasus. Kadyrov is nothing without Russia's protection. The day Russia leaves him he's a dead man. Chechens will kill him for being a traitor.
But I don’t understand how he may have such power (I am about Kadyrov). How he can steal so much money, break all possible laws, etc? About Pansir s-1, I just know that Kadyrov asked Putin to give it to him, so he could protect Chechnya ( the truth is that drones were flying too close to his home, so he was scared).
Yeah but it's still russian soldiers who actually use the defense systems. Not Kadyrov or his goons.
Putin doesn't care what Kadyrov does in Chechnya as long as Kadyrov is loyal to Moscow and keeps Chechnya as part of Russia. Kadyrov's job is to obey Putin and the intelligence service of Russia. As a reward Russia protects him and allows him to be "the President of Chechnya". But the real President of Chechnya is still Putin. Kadyrov is just a slave who's completely dependend on the russian state.
