I really want do a completely clean reinstall of win 11 on my hp probook 450 laptop (remove every thing from hp) but save all my "user data" , photos,downloads,documents,settings,etc. I have tried to copy and paste to an external hd but that does not work properly because the data files are open (being used by me)

1/Why would I need to make a "bootable drive" ?
2/ Could I just do a "copy and paste" from the external drive ?
