Are modder stunning me on pc?

I play some hours a day featured series. I‘m having this problem sometimes that I can’t move like in the video. I have to find another lobby and join again what’s taking a lot of waiting time. Is it a modder who is stunning me? I have to say that I’m everytime on top of the leaderboard and I’m believing someone is just pissed about me. Or is it a bug? Only seen it once at a teammate who was facing the same problem.
