How many gems should you think I should spend on the super sugo fest I have 300 gems

I would say all your gems. You're a new player, you're missing most of the available legends and 15% legend rate banners don't happen every month, and banners with Roger are even rarer.

Also note that in the next 20 days you should expect to get at the very least 100 more gems, those you'll decide later what to do with.
