Any tips on how to farm for Judge skulls from the Germa Resurrection Plan skull island?

Unlocked the island 3x now, and I'm farmed it at least 60+ times on 50stam.

Gotten 30~40skulls of each vinsmoke children, but only 2 skulls for judge (One was from infinite first run on 40stam).

I've yet to see a single judge skull drop from the second to last stage, where I assume they normally would.

This shit is actually getting so frustrating.

Damn it sounds like you got really unlucky, unfortunately there isn't anything you can do to manipulate the RNG.
