Yes there is, but it's not common.
I'm not sure if I've ever used Baccarat specifically for the ship bind LB, BUT she is a RR who has stayed relevant, being particularly good vs INT GC WB.
I think ship bind and sailor despair specifically are infrequent enough that you should be able to use tablets for when you need them. No need to max them beforehand. Although sailor despair is super important WHEN the content demands it, it's just really really infrequent.
