Should I use my qck rumble scrolls to upgrade shanks crew or carrot? And additionally, their special or passive ability?

Both units are very good. Remember that you can level up Shanks crew with the PSY scrolls unless you have other PSY units like 6+ Kizaru you want to level up. Carrot gives you speed up and Shanks crew give you DEF up. It doesn't cost much to level up from 1 to 2 but the costs increase quite a bit from level 4. Maybe upgrade them to level 3 at least.
