Should I feed rumble scrolls to off colored units to level them up?

No, only if you are really in a pinch.

Using those rare Glory scrolls you will miss out on 3.000 xp / each that way. And for fully maxing a legend you'll need 33 same color scrolls (~49 off colored Glory scrolls).

(Check your inventory...) That is a lot!
