how good/useful is rr enel? i didnt get him and i dont want to pull on part 3 after 3 steps because i got bb, bullet and akainu but i might consider part 2 again

In pve he is not that useful, in Pirate Rumble he is broken. Boosting health and speed by 5 and defense by 3 for all int characters makes him incredible for full int teams.

Should be great in Pvp, but in pve i don't think he makes the cut. Basically, it's a weaker form of colo kizaru
