I just received a cotton candy all power up. Who should I use it on? I dont wanna use it on character that's already maxed out on their xp levels unless that's the way to go.

don't mind about maxed out exp unit, these day maxing unit is really easy.. i also have that mindset since im returning player, and backthen make lv 99 unit so fcking hard.. now you can just go to rookie recruitment node, and you guaranteed get 1 hime turtle for only 5 stamina + dupe for socket (luffy, law, shanks, etc)..

so just feed ur cc, socket, and skillbook to unit that need it and just don't mind the over exp thing..

So pick a new character that has not been maxed out? I do have a Super Sugo Rare DXT Blackbeard that I pulled but I dont know if should use it on him

No, cotton candy purpose is not for exp level, it is for further enhance unit hp/attack/rcv, so use it on ur most used unit (prioritize legend).. maxed level or not maxed is irrelevant to feed it cotton candy, since it's purpose is completely different from exp item.. cotton candy cap is 100 for each attack/hp/rcv, you can further raise it cap from pirates rumble later on..

Oh, now I get it. I have a duo Luffy Law from Dressrosa and I used a lot of cotton candies on that character when they did the Dr. Hililuk event. I could use it either on him or the QCK World Government Monster Lucci or the INT Flame Cutting new Fujitora. Should I just name my Top 10 and ask out of which ones I should use?

By the way don't use it on that DEX Blackbeard since it is not great and at the beginning you should focus on better units for cotton candies.
