I have accumulated 60 gems. Should I go for the 6th step (6 times legend rate up) in Kata banner when it returns, or do 2 30 gem multis on BB and Sabo banner?

Depends on what you have/need from the two respective banners. The 6 times legend rate should be a better deal, but many people see it as a bait step - you can easily not get any legends.

I personally like the 30 gems multis as a F2P, but honestly it might be best to just save.

I faced the same dilemna and went for one discount multi but it didn't get me anything great, so...
