To obtain the special skulls to superevolve a unit like bullet nami etc is mandatory to unlock the island paying 6 gems? Or these islands come to the extra island sometimes?

They won't come to extra islands.

Upon their first release, they did come. When the event's time was over, they were removed and came back later as unlockable quests.

So, if you missed their events, you will have to pay 6 gems to unlock at JP and 2 gems at Global.
