Of course he does. He’s was right about everything he said to Tsuru. Honestly may be the best written villain of the series.

That’s why he’s always laughing… in OP, the more you know, the more you laugh…either from happiness or sadness or both…possibly because the truth is absurd. One Piece is a Laugh Tale after all
