or maybe the only way he can think of to save the people he loves is to make them Fishmen so he apologize for that

This makes sense. One of the things I’ve noticed about Luffy in Gear 5 is that because he takes things even less seriously, he allows a lot of his friends to get hurt (eg sentomaru, vegapunk, etc). I could easily see Joyboy losing the war and doing other stuff he feels the need to apologize for later.
