wait, has anyone tried that reasoning as a theory? While the Gorosei are definitely evil, are they more worried about Imu's impulsiveness to use the Ancient Weapons rather than the void century secret getting out?

I don't know about that. I feel like the Gorosei has said they should "reset" the world before. So I'm guessing flooding the world again would achieve that.

Like, flood the whole thing bar the continental line, and then resettle by bringing some of the islands back up afterwards?

Maybe, we don't know the exact mechanisms as to how they "reset" the world.

They will level it up until they're sure nobody is alive under the red line, simple as that. CD's may reap an entire planet free of any living being after they drain all that excess water which could be the ultimate plan for gorosei.
