Notice that Oda only described their yokai forms, not their devil fruits. These guys are literal demons.

thats true, good job noticing that detail i missed it completely, either he is saving the names for later or it is definitely implying these guys dont have devil fruits but genuinely posses those forms.

only thing that wouldn’t make sense is their awakening, since awakening has been stated to be part of devil fruits.

awakening is indeed a part of all devil fruits. but these guys' fruits are entirely something else. its possible theirs don't play by the rules of the regular fruits

Would be such a cool twist if the previous government created devils fruits as a means to imprison the devils and use their powers as humans. And these Devils, seeing the end of their line coming, took on human forms and tricked the 20 nations into rebelling against the previous regime.

With Saturn it was kinda obvious but no the spread is like 100% those guys are demons for sure.
