I don't think they were so much willing as indifferent to it. I took the order not to look at him as more "for their own good" as only Vice Admiral and above are strong enough to withstand the full brunt of his gaze. So more like a warning that if anyone lower were to do the same it would literally blow their mind.

Bro him flexing in that last panel should be Luffy's new bounty picture.

If Kizaru survives, imagine having to go home to the marines, where everyone is going to be reading the bounty posters, especially the one which has Kizaru looking like a kiwi fruit and getting completely dominated on it.
