Maybe it's like they can't afford to lose high ranked soldiers w/ the Buster Call. Saturn and Kizaru can survive it, but w/ unranked soldiers, either they can apprehend Luffy in time, or they (along with Luffy) die in the Buster Call which is fine either way.
