The hooligans should've been arrested, charged and deported. Those who are soldiers or ex-soldiers, or anyone with a semblence of authority, should be heavily demoted/fired. Any other nation's public behaving in such a way would be held accountable.

Anyone in the IDF should obviously be in prison as soon as they set foot in any civilized country.
