After the bs he pulled in SO12, anything is possible at this point.

I answered what Bell’s full power is. He definitely would have time to charge due to plot because he wouldn’t be fighting the spirit? alone.

Ariel isn’t exactly a buff. Aiz can control her wind and if it’s something tangible, Bell can charge argonaut into it.

Bell can only charge what he can squeeze in his hand. The wind simply won't stay in one place due to its properties and will fly away from his hand.

Either have Aiz control it to stay in his hand or imbue it into Hestia Knife and have Aiz keep it there or constantly resupply it. I don’t know when she loses control of her wind though, if at all.

I don't even know why you think she can control anything. Her Ariel is a raging stream of wind. The best she's shown is to direct the flow in the right direction, and that still won't help the wind stay in Bell' hand.
