What is the scam here lol are they tracking your data and selling it?

Sorry for being vague - I've just moved and need to get wifi for my apt. Rather than pay to rent modem & router from the internet provider for $120 a year, I'd like to buy a set second hand for half that. When I search Facebook Marketplace, there are a lot of ads for cheaper internet including equipment for about $20 or so cheaper than Spectrum. I see the implied shadiness but being that I'm new here I figured I'd ask. Thanks for reading

It’s safe to buy a secondhand modem off ebay/marketplace as long as its compatible with your service. It’s NOT safe to buy from people that say they will hook you up to the internet for a one time fee. It will get disconnected in a few weeks and you’ll be SOL.
