Japanese English literacy rate is like 20%, with mandatory education starting from 5th grade. Most Americans donโ€™t know Japanese because 1: they donโ€™t care, and 2: they donโ€™t need to when all business is conducted in English anyways. All the Americans I know who wanted to learn all spoke it perfectly in 1-2 years.

Edit: just checked, Japan ranks 87th out of 113 in the english proficiency rankings, sitting between Malawi and Afghanistan.
