I think it is designed in a way that nothing can get "under" the gate. Otherwise it would be a huge safety hazard.

It does appear to be a safety gate, but they're not required. Many tracks just have a regular old school gate that you can get parts of you trapped under. A kid in my area lost a few fingers from the gate nearly 10 years ago. Flipping the gate isn't super common anyways, so most track operators don't dedicate thousands of dollars for a safety gate

Yeah, you can kinda see how it's rounded on the other side. It's just a long half cylinder that spins to make a flat surface, I would assume.
