What’s this noise (w/ video)

Hello! Our Subaru Outback 2022 has started to make some cackling noises when we turn the engine on and goes away after a while. We took it to Subaru mechanic and they said it was fine. Just wanted to post here and see if anyone else has the same issue? Please and thank you!
