I'd say Rachel, I think they formed a very close relationship when Rachel moved in with Phoebe.

I always got the feeling Monica kind of got on her nerves.

Phoebe wanted to cut Monica out of her life but Monica unintentionally didn’t allow it. Pheobe was really upset when Rachel wanted to move in with Joey because she said they always have the most fun together

Monica and Phoebe were good friends who knew each other for longer but Phoebe genuinely seemed to love being in Rachel’s company. Meanwhile, she made it very obvious that she found Monica too high strung to be around sometimes. In the last few seasons, there’s a few scenes that make it seem like Pheobe doesn’t even like Monica

There's also a few scenes that make it seem like Phoebe doesn't like Chandler or Ross either... She really does lift right up.

She was outright mean and rude to Chandler, Ross, and Monica. While she was very sweet in the first season, her character changed drastically over time, becoming almost unbearable.

I always felt like in the beginning Phoebe was kind of non-chalent about her childhood and trauma she endured. But then we saw more with her relationship with Frank Jr and the triplets birth, finding out the truth about her mom and dad. I don't know I think she started to see the world differently and how dark her life was. Idk it just kind of hardened some parts of her

Rachel I guess it see more in later on the show. Phoebe and Monica are too much diffrent, Rachel is little closer character to Phoebe. Phoebe was mean to Monica

In the beginning Monica, but then it switched to Rachel.

Phoebe got along well with Rachel's more easygoing nature, meanwhile Monica drove her crazy at times. Just look at how she couldn't stand living with Monica after a while and ended up moving out, meanwhile she loved living with Rachel and was sad at the ideia that Rachel would not be her roommate anymore.

Rachel was much closer to Phoebe than she was to Ross (as friends) and Chandler lol

The only guy you could make that argument for was Joey in the later seasons when they were practically inseparable. Rewatch the show, Phoebe and Rachel have countless b plots with just the two of them

I think Rachel. They seemed to have more one on one time than Phoebe did with Monica. (Unagi episode, going out together leaving Ross and Mike to bore each other to death, etc.)

Yeah I think with friendships go that far in the past, when it was the person you talked about losing your virginity to and super intimate stuff like that, it's hard to beat. That said Monica wasn't invited to the wedding so.. I don't know :)

Monica planned her wedding and she drove Ross to the airport to stop Rachel from leaving for Paris, and was the one to make up the story about the phalanges.
