Restricted apartment window

Anyone know how to fully open this window? Pleeeasee. I know its for safety but its really annoying, i promise i wont fall out lol.

The piece that's catching should be the focus of your video. I think the bit moves against the window as it closes can be removed from it's track. See if you can close the window halfway and push that bar out of it's track and your window should open fully.

The part attached to the frame may have a small clasp. I think you can just see it in the video. Push/twist this clasp and it should then release from the frame. I'll try to find a picture.
