Nah the car used to come out in the airport with 4 to 6 dudes in it and they were to kill us (like other enemies) But after the recent update there is a glicth where they wont come out or even die . ( but you can still complete the mission anyway )

Happened with me today during prison break heist. Bus driver wouldn't die.
