A good drawing map online
Is there anywhere online like a site with a very very detailed map you can draw stuff on online one like google maps but just with the function to be able to draw

no, more like a sort of map you can fill stuff in with and that it stays the same relative size if you zoom out

Try Mapbox. It has an online drawing editor (for points/location pins, lines/routes and polygons/areas). However the process is kind of indirect - you draw items, then upload them to a Mapbox server for dynamic loading/tiling and then you can style your own data - also across zoom levels - in the map editor.
It is not a free product, but you only pay as soon as you get enough traffic on your online maps if publicly available.
