It's Ilham Aliyev's greed + Putin's that killed those people. Many airlines stopped the flights over the Russian territory because of safety concerns LONG AGO, as soon as the war started.

Aliyev and his elites, whoever the owners of the airlines, not only shut the terrestrial roads in/out Azerbaijan, but they didn't put restrictions on the flights over the Russian territory, which is a country in ACTIVE war state
