Baltimore, the Old Town Mall. Basically, the city took burned-out buildings from the riots in the late 60s, closed the street and created a pedestrian mall like so many other cities in that era. The thought was that by creating an outdoor mall with convenient nearby parking, the flood of (white) people to the suburbs could be reversed and prosperity would come back to the city. Unfortunately, it didn't work out that way.
Sal and Dan Bell have both covered Old Town Mall on Youtube, their videos are definitely worth a watch.

I recently saw they're trying to revitalize the area. Looks like they have their work cut out for them

Went to a pawn shop there about 10 years ago and found about 50 sealed NES games for 5 bucks each. Lots of rare unlicensed ones too... No idea how they got there, but of course I bought them all.
Oddly enough, I stopped at Old Town Mall on my way back from buying a Roland JX-3p that the seller said was dead. I got it and a hard case for $20, replaced a fuse and it was back to 100%. Two of the best deals of my life in the same day.
Also worked the census in 2010, enumerating homeless people and we had to go there at midnight and try to find people who were staying in the various nooks and crannies of Old Town.
Weird place, I hope it revitalizes

If they put money, time, effort into these classic buildings this entire area has the potential to be a very trendy neighborhood (some buildings in these pics look like they could be turned into condos or apartments). Who knows what this will look like in 25 years.
