We lived near Naples in Licola de Mare in a nice villa owned by a local Italian family. The home they grew up in was across the dirt street from our villa. The house remained in good condition but was full of their old furniture and clothing. It had not been occupied since all the kids left as adults in the 1960s. There were a lot of older houses in southern Italy that remained vacant over decades and surprisingly none of the Roma (Gypsies) who passed through the area were ever seen squatting in the vacant buildings.

No work, high taxes, not a lot of opportunities unless you are connected. The pay is also not enough to support yourself if you do find work.
