Does anyone see Russia ceding Kaliningrad/Königsberg/Królewiec without launching its nuclear arsenal?

why would they cede it? it's not really even been contested since WW2

There was talk of ceding it in the early nighties or selling it if Germany would pay.

since it's so unclear there which country 'should' control the region, it'd be kinda cool to make it a kind of international free zone

i wonder how seriously this is taken by poles, politicians etc.
is the commission known for being ... provocative? radical?
