Help Me ID What is this?

Thinking its "black diamond" my dad dug it up in the Philippines. Very dense and shiny like graphite? Bigger than a mug. Apparently also magnetic.

I found something like that and thought it was a meteorite but the Smithsonian said no - manmade. Steel processing waste.
