One of the key moments of everybody’s life in a communist country, even one that embraced some capitalist reform, is that if you’re not IN the party. You’re boned.

Even the word “people” in China’s context means someone who holds a party position at least at the city level and above.

Thailand and Philippines at 28%

Dunno about Chinese, but people in those countries often underreport their income to avoid or minimize taxes, so these wage figures could be higher than what official stats tell us.
